Two arrested in Texas massage parlor case

Bell County, Texas (FOX44). The Bell County Organized Crime Unit reports two women were arrested on prostitution charges following a three-month investigation into massage parlors in Temple and Harker Heights.

Xifeng Dou, 42, and Haidan Pan, 32, were sent to the Bell County Jail on Thursday. Organized Crime Unit Commander John Moseley said the investigation began following public complaints about possible prostitution at establishments known as Massage Therapy (formerly New Asia Massage) at 2606 Exchange Place in Temple and HH Massage at 2330 Verna Lee. in Harker Heights.

Employees at both businesses were interviewed by a Texas Refugee Service officer with the help of an interpreter. The organization provides support to refugees and victims of human trafficking crimes. Commander Moseley said there is currently no evidence of human trafficking, but the unit has asked the RST to continue to support the women involved.

The investigation and subsequent arrests were conducted by the Bell County Organized Crime Squad with the assistance of the Texas Department of Licensing and Regulation, the US Citizenship and Immigration Services, and the Texas Refugee Service.

Both enterprises were recognized as non-compliant with state standards.
