Chicago to Sell City-Owned Vacant Lots in Englewood Neighborhood for $1

Newsflash:  You can buy a vacant lot on Chicago’s South Side for $1!

On Thursday, the Chicago Plan Commission unveiled a plan to allow qualified residents to purchase vacant city-owned lots in the Englewood neighborhood for $1. Mayor Rahm Emanuel said, “It’s designed to move vacant properties out of the city’s hands and into private ownership.””People can use the land to expand the yards around their homes, to create gardens on their block, or for beautification, housing, or for other purposes.”

Um, one hitch…..

The Large Lots program only allows you to buy if you live on the same block as the property you wish to purchase. The goal of the initiative is to target investment in areas that have experienced “a crippled housing market, lack of employment opportunities and many years of population decline.”

Englewood has been at the forefront of all the above factors. In 2012, the majority of the 500 Chicago homicides, occurred in Englewood.  Further, the Chicago Reader calculated that 42% of Englewood residents lived in poverty in 2012. The homicide rate of 48 per 100,000 residents:

Chicago is one of the most segregated cities in America. Ninety-nine percent of Englewood’s population is black. There’s a strong correlation between race, poverty and violence but that shouldn’t come as a shock to anyone since Chicago is one of the most segregated cities in America. Add government neglect to the mix and you’ll see why Englewood is in the mess it’s in today. Discrimination in housing, employment and education has led to the creation of geographic areas in which poverty, gun violence, drug addiction and abuse are permitted to thrive. Steve Bogira writes: “If you want children to become violent in their teens and early 20s, these are the right ingredients.” So, selling these lots for $1 won’t cure what ails Englewood and other similar neighborhoods.

Recent statistics show homicides are down in the Windy City but the success of the $1 property programs in other cities, such as Warren, Mich., and Milwaukee, Wis., are debatable. Jeffrey Lubell, director of housing initiatives for a public policy and business research firm called ABT Associates, told the Huffington Post that such initiatives are mostly unsuccessful, “unless the scale … and intervention and investment from a city is significant.”

Concerns have been raised over Chicago’s $1 program, particularly about the money needed to these lots. That’s something most residents of Englewood don’t have. The real question now is who will buy these lots? Not sure we’ll see them create anything amazing from this scheme.

SHOCK: Maria Carmen Dominguez died after a gun fell from a pile of clothing she and a coworker at the Unique Thrift Shop were sorting through and discharged, hitting her in the chest.

NBC Chicago reports, 54-year-old Maria Carmen Dominguez was killed when a .22-caliber pistol fell out of a sock and discharged. Her coworkers reportedly tried to catch the gun before it could strike the floor, but the hooked the trigger instead, causing it to discharge.

The shooting is being treated as a workplace accident by Chicago police and labor officials. No charges have been filed.

Pregnant Woman Among 3 People Injured in Chicago Highway Shooting

A 24-year-old pregnant woman was among three people injured in a shooting early Saturday morning in a Chicago highway shooting.

Illinois State Police said a 2008 Buick SUV broke down just before 1:30 a.m. on a southbound ramp off the Dan Ryan Expressway, when a gunman opened fired into the vehicle.

According to the Sun Times, while the broken down SUV was awaiting assistance, a black Dodge Charger with orange stripes drove up and began to shoot inside the vehicle. The 27-year-old drive of the Buick was hit four times, while two female passengers, one of them pregnant, were struck several times.

The women are listed in stable condition at a local hospital.

The highway shooting comes as two people were killed in separate shootings in the Windy City. Timothy Travis, 21, was killed in the 4900 block of West Huron Street. Tremaine Scott, 19, was killed in the 8200 block of South Princeton Avenue after he was accosted by three people, one of whom had a gun. Both murders occurred Friday night.

Franklin Jackson, of League City, TX, was charged in connection with the death of his 4-year-old son, Franklin Jackson Jr., after the toddler went flying through the rear window when he smashed his Ford Expedition SUV into a guardrail twice on a Chicago highway. Jackson was reportedly too drunk to notice that the child was missing until four exits later.

Franklin Jackson Jr. was ejected from the vehicle on impact and landed on a grass-covered embankment near the 87th Street exit, the Chicago Tribune reports. Franklin Jackson didn’t realize his son was missing until he pulled into a gas station to check on the damage to his SUV. The toddler was rushed to Comer Children’s Hospital where he was pronounced dead. The Cook County Medical Examiner’s Office determined Franklin Jackson Jr. died from head trauma.

There were also three other children in the vehicle, under the age of three, but Franklin Jackson Jr., was the only one not wearing a seatbelt. Franklin Jackson Sr. was charged with reckless homicide and aggravated driving under the influence. He was being held on $250,000 bond. Police officers who responded to the scene found an empty Vodka bottle, an empty beer can and unopened beer in his vehicle.

BREAKING:  Chef Charlie Trotter was found dead in his Chicago home, a family friend and the police sources tell the Chicago Tribune.

An ambulance was called to Trotter’s home in the 1800 block of North Dayton Street at 10:45 a.m. and Trotter, 54, was found unconscious and not breathing, according to the friend and fire officials.

A close Trotter friend who spoke to Trotter’s sister, Rochelle, said her brother was found by his son Dylan. He was taken to Northwestern Memorial Hospital, where he was pronounced dead.

The Cook County medical examiner’s office confirmed the death.

Activist’s Son Hal Baskin Jr. Among 8 Wounded in Chicago Gun Violence

Hal Baskin Jr., 25, the son of Englewood activist Hal Baskin, was among eight people wounded in gunfire in Chicago since Monday afternoon.

Hal Baskin Jr., the 25-year-old son of Englewood activist Hal Baskin, was shot in the stomach and buttocks around 5:40 p.m. Monday in the 6600 block of South Peoria Street. He was taken to Stroger Hospital and reported in fair condition by his family.

A 30-year-old man with him was grazed in the head and taken to Advocate Christ Medical Center in Oak Lawn, where he was listed in good condition.

The shooting happened two blocks south of the Peace Community Center where the senior Hal Baskin, 60, is executive director. In a statement, family spokesman Keith Harris called the shooting a random act and called for calm.

“The family is asking that the police department be allowed to do their job,” he wrote. Source: Chicago Tribune

Joliet Township Murder-Suicide:  Newlyweds Kearra Hosey and Marcus Crosby are dead in an apparent murder-suicide during a domestic dispute after he tried out for TV game show “Family Feud” on Sunday the Joliet Herald-News reported.

Police responded to the scene after a 911 call was made stating the woman’s husband was threatening her with a handgun. They found the couple, who had a history of domestic violence incidents, both shot to death in a rear bedroom.

Police said the couple married in May, but deputies had been called to the home in September 2012 for a dispute.

Marcus Crosby was a Joliet Central High School security guard.

2 Held in Cornell Square Park Shooting of 13; 4 Killed, 15 Injured in Chicago Weekend Gun Violence

Two men were arrested in connection with the Cornell Square Park shooting of 13, including 3-year-old Deonta Howard. The two men, both 22, were arrested Sunday night in an abandoned building in the 5200 block of South Marshfield Avenue. No charges have been filed yet. Gunshots were fired into a crowd watching a basketball game on the city’s South Side.

Separately, four people were killed, 15 injured in shootings across the city since Friday evening. Jamal Coleman died early Saturday morning after being shot in the 1200 block of West Washburne Avenue. Another man was wounded in the same shooting. Robert Hart was killed Friday night when a gunman came up behind him in an alley in the 6000 block of South Halsted Street and opened fire.

Brenden Temple, 21,was fatally shot in the head in the 6600 block of South Honore Street. Jaleel Pearson was shot and killed in the 2200 block of East 71st Street, police said.

[UPDATE#1: 09/23/13]:  Bryon Champ, 21, and Kewane Gatewood, 20, both of Chicago, have been charged with three counts each of attempted murder and aggravated battery with a firearm, the Chicago Tribune reports.

Latest Chicago Shootings:  Gun violence continues to spiral out of control in Chicago, after 13 people, including 3-year-old Deonta Howard were shot at the Cornell Square Park in the Back of the Yards neighborhood on the city’s South Side late Thursday night.  Add three murders to the total number of people shot between Thursday night and early Friday morning.

Ten other people were shot in that time span, with Johnny Tinsey, 36; Rubin Austin, 25; and an unidentified woman being murdered.

Chicago Police Superintendent Garry McCarthy said an assault-style rifle with a high-capacity magazine was used in shootings at the basketball court in the park in the Back of the Yards neighborhood. Police say the Cornell Square Park shootings stemmed from an on-going dispute between the Gangster Disciples and the Black P Stone Nation gangs.  No arrests have been made.

According to crime statistics released this week by the FBI,  Chicago had 500 murders in 2012, replacing New York, with 419, as the murder capital of the U.S. Year-to-date figures show Chicago murders down 22% from 2012 — 305 homicides vs. 389 this time last year.

WICKER PARK SHOOTING:  Manuel Gonzalez, 29, was charged with the murder of 19-year-old Miguel Delgado in the Wicker Park shooting early Saturday morning. Gonzalez, of the 2600 block of North Sacramento Avenue in the Logan Square neighborhood, was charged early Sunday morning and will be arraigned later. He was charged with first-degree murder and two counts of attempted murder.

The two other men who was being questioned into the shooting, which occurred in the 1500 block North Milwaukee Avenue, in connection with the shooting have been released without being charged, police said.

Miguel Delgado’s murder occurred one block from where Emmanuel ‘Face’ Bass was killed last week.
