TOPEKA, Kan. (WIBW) – A winter storm hitting the region is causing several government agencies, schools, businesses, and more to close or delay the start of the day.
Governor’s Offices
First, Kansas Gov. Laura Kelly ordered state office buildings under her jurisdiction to delay opening until 10:00 a.m. Thursday, Feb. 16, citing concern about dangerous road conditions. The area is expecting several inches of snow with intense winds making travel difficult.
“Due to potentially dangerous road conditions, we are delaying the opening of state office buildings in Shawnee County Thursday morning,” Governor Laura Kelly said. “Please take extreme care whether you are driving tonight or tomorrow morning, give road crews enough space to do their job safely and stay safe and warm.”
The statement will apply to all non-essential state employees in all executive branch agencies within Shawnee County that are also under the Governor’s authority. This does not include employees of the Board of Regents, Regents Institutions, the judicial branch and the legislative branch of government.
It will go into effect at 11.59pm on Wednesday 15th February and end at 9.59am on Thursday 16th February.
During that time, the governor’s office said all essential employees must report to work normally.
Topeka City Offices
City of Topeka employees will also get a delayed start due to inclement weather Thursday.
City offices were announced to open at 10 a.m. Thursday, including the Topeka Municipal Court and Probation Offices. The morning register of the municipal court has been cancelled, but the afternoon registers will continue as normal.
The City of Topeka offices will have a delayed start and will open at 10:00 am on Thursday, January 16, 2023 in anticipation of severe weather conditions. This delayed start includes the Topeka Municipal Court and Probation Offices. Essential city personnel and emergency services will continue as normal.

Fort Riley
The Ft. Riley area will also be delayed two hours Thursday.
The military base has listed the following centers and operations under its care that will be delayed on Thursday:
- Child Development Centers will open at 8am
- Fitness Centers Will Open At 9am The 24 hour fitness centers Whitside and Craig will remain open.
- Irwin Army Community Hospital will operate on a regular schedule. Patients who need to cancel or reschedule appointments can call 785-239-3627.
- The dental clinics will be two hours late.
- Fort Riley Commissary and Postal Exchange Facilities will open at 10:00am
- The monthly post-retirement ceremony is now scheduled for 2pm at King Field House.
