WICHITA FALLS (KFDX/KJTL) — A former Wichita County Sheriff’s Office deputy facing a total of 13 charges related to alleged sexual misconduct against inmates will not serve any jail time after reaching a plea deal Wednesday, 22 February 2023 .
Brett Alan Brasher, 51, of Wichita Falls, pleaded guilty Wednesday morning to two counts of violating the civil rights of a person in custody, one count of soliciting a detainee into prostitution and four counts of official oppression.
Brasher was sentenced to five years probation for the two civil rights violations and two years probation for the other five charges. Prosecutors agreed to drop the six other charges against Brasher as part of the plea deal.

A jury trial on the charges against Brasher was scheduled to begin on Monday, February 27, 2023, but the plea came Wednesday morning before a scheduled preliminary hearing in the 30th District Court.
The alleged sexual misconduct occurred between August 25, 2021 and October 29, 2021. Five inmates are listed in the indictment as victims, and prosecutors plan to call them and possibly other inmates to testify.
However, according to court documents, it appears that some witnesses did not want to cooperate and some videos of an alleged incident have been lost.
One detainee told authorities that a local enforcer was also involved in soliciting detainees for sexual acts.
An initial plea deal was offered in March 2022 by the Wichita County District Attorney’s office, but the offer was declined by Brasher’s attorney.
Other counts listed in the indictment said Brasher forced inmates to suffer sexual harassment by threatening to withhold privileges, such as the use of the telephone, television and drug dealing.
