Man who died in Brownsville jail had white powder, report details

BROWNSVILLE, TX (ValleyCentral) — An official death in custody report details how a 28-year-old man was found dead in November 2022 in a Brownsville jail cell, including new information that he was found with a white powder.

The Brownsville Police Department filed a death in custody report with the Texas Attorney General’s Office on December 29, 2022, providing details of the death of Edgar Alejandro Hernandez, who was in police custody when he died.

The report states that at 2:35 a.m. on November 29, 2022, a Brownsville Police Department City Jail Detention Officer found Hernandez unconscious in a cell. A second officer arrived to assist and began giving Hernandez chest compressions as the ambulance drove to the prison.

At 2:45 am, an ambulance arrived to assist Hernandez.

“Emergency personnel found a piece of white toilet paper in Mr. Hernandez’s possession, which contained a small clear plastic bag with a white powdery substance inside,” the report said.

According to the report, Hernandez was pronounced dead at 2:48 am. At the time of the conclusion of the death, an autopsy report was expected in the conclusion.

In a previous ValleyCentral report, police said trauma did not appear to be a factor.

“The male subject was arrested [Monday]and no force was used to make the arrest,” Investigator Martin Sandoval, public relations officer for the Brownsville Police Department, told ValleyCentral. “There are no signs of injury or suicide.”
