WELLINGTON, Kan. – A police chase in Wellington led to the arrest of 18-year-old Ponca City resident Owen Eugene Legleiter on Monday afternoon.
The car chase began when Wellington Police discovered Legleiter driving a stolen vehicle. Wellington’s officers broke off the chase and Conway Springs police resumed the chase, ending just southeast of Clearwater at about 3:00 pm.
With two passengers in the vehicle, Clearwater officers deployed stop sticks that flattened the vehicle’s rear tire near 111th St. South and 119th St. West.
According to a report on KAKE.com, Legleiter drove towards the officer, missing him by inches. The Clearwater officer fired his weapon four times and the vehicle then rolled.
Legleiter was arrested in the Sumner County Jail on charges of aggravated assault on a law enforcement officer, two counts of aggravated endangerment of a child, two counts of restraint, escape and avoidance, possession of a stolen car, possession of a stolen time tag, felony use of a weapon and suspended driving.
Clearwater Police Chief Kirk Ives said a 16-year-old girl and a 16-month-old daughter were in the vehicle. Only the fiancée sustained minor injuries.
By policy, the Clearwater officer who fired his weapon was placed on administrative leave. He has been with the department for three years and has a total of 10 to 12 years of law enforcement experience, Ives said.
The Sumner County Attorney’s Office charged Legleiter on October 5 with an unrelated case of aggravated indecent liberties with a minor (sexual intercourse with a 14-15 year old minor). In that case he would have been caught in the parking lot of the Wal-Mart in Wellington having sex with a fourteen year old. He is also accused of stealing a 12-pack of Cayman Jack and consuming it. That case is still pending in the Sumner County Courthouse.
