Appointment of Anna Van Ophem

Approved the appointment of Anna Van Ophem – Third District Representative to the Library Board through April 30, 2025. Vote: Surpassed 7-0.

CIP modified for the purchase of an area near the AirCenter

Amended Fiscal Year (FY) 2023-2027 Capital Improvement Plan (CIP) to include Airport-Land Purchase and approved a real estate purchase agreement with Charles O. Pretz, Douglas Alan Hardy, Melinda Hardy Goff and J&P Farm Properties, LLC to purchase approximately 32 acres adjacent to the New Century AirCenter for $1,726,056 and has authorized reallocation and spending of County General Fund reserves not exceeding $1,000,000 to partially fund the purchase, to be repaid by the Johnson County Airport Commission over the next 10 years and authorized the reallocation and spending of $726,056 of Airport Enterprise Fund reserves. Vote: Surpassed 7-0.

Upgrade agreements for wastewater project

Authorized the Chief Executive Officer of Wastewater to execute the necessary utility transfer and upgrade agreements with Evergy, WaterOne and Kansas Gas Service to support the Nelson Wastewater Treatment Facility (NEL-C001) project and entered into a memorandum of understanding with Evergy to secure future easements for Evergy’s infrastructure upon project completion. Vote: Surpassed 7-0.

Early Termination Agreement with Evergreen Living Innovations, Incorporated

Approved an early termination agreement between the Board of County Commissioners of Johnson County, Kansas, and Evergreen Living Innovations, Incorporated and approved the reallocation and spending of General Fund reserves up to $25.8 million for the fiscal year (FY) 2023. Vote: Surpassed 5-2.

Funding of the Lenexa Med-Act project

Approved and authorized a $1,662,030 increase for the Lenexa Med-Act capital project bringing the total new project authorization to no more than $5,520,030 and reallocating and using reserves from the General Fund of the Fiscal Year (FY) 2023 in the amount of $2,912,030 to be transferred to the Public Housing Commission (PBC) for the Lenexa Med-Act Capital Project. Vote: Surpassed 7-0.

Funding for court project

Approved and cleared a $4,366,343 increase for the Johnson County Courthouse Design Build capital project bringing the total new project clearance to no more than $219,932,002. Vote: Surpassed 6-1.

Transfer of electric utilities
