A Philadelphia Police Department forensic artist who creates portraits of fallen police officers and first responders pays tribute to Kansas City Police Officer James Muhlbauer and his K9 partner, Champ. Philadelphia Police Officer Jonny Castro shared his memorial portrait of Muhlbauer and Champ on Monday. Castro produced over 1,000 memorial portraits for officers and other crime victims who died across the country. He has over 116,000 Facebook followers and a sizable Instagram following. Muhlbauer and Champ were killed in a crash late Wednesday night in the Benton Blvd. and Truman Street area. A pedestrian was also killed. An 18-year-old Tonganoxie resident was charged in connection with the incident.
